No. Participation in the Educational Choice for Children Act (ECCA) is determined at the state level.

Each governor chooses whether to opt their state into the program by submitting eligible Scholarship Granting Organizations to the U.S. Treasury. Because this decision is made by state leadership, participation may vary across the country and can evolve over time.

With midterm elections occurring in November 2026 and federal implementation beginning in 2027, some states may choose to join later in the rollout period. Well Planned Education will continue to monitor state activity and provide updated guidance as new states opt in.
