If the number of qualified applicants exceeds available funding for a given cycle, scholarships will be awarded according to federally compliant prioritization procedures established by the Scholarship Granting Organization.

Eligible students who cannot be funded in the initial award cycle may be placed on a waitlist, if permitted under program rules. As additional funding becomes available, waitlisted applications may be reviewed for possible award.

The ECCA program is designed to scale over time. Because funding levels are influenced by overall taxpayer participation, program capacity may expand in future cycles as awareness and participation grow.
